This rule applies to import cargo arriving in the United States by vessel. Failure to comply with the rule may result in monetary penalties, increased inspections, and delays in cargo delivery. Importers are responsible for submitting the Importer Security Filing (ISF) to CBP no later than 24 hours before the goods are loaded onto the vessel.

The Importer Security Filing (ISF) must be submitted at least 24 hours before the goods are loaded onto a foreign vessel destined for the United States. This requirement allows Customs and Border Protection (CBP) to receive your importing information in a timely manner. If the filing is submitted after the 24-hour deadline, it is considered late, and CBP reserves the right to impose fines and penalties on the importer and their bond, amounting to $5,000 for each violation, with a maximum of $10,000 per shipment.
Additionally, CBP may hold the cargo at the port terminal upon arrival for a customs examination, and the costs incurred will be the responsibility of the importer due to the untimely filing.
